Duplicated code is bad. At least make it consistent.
The getARMTargetCPU and getLLVMArchSuffixForARM functions exist in both Toolchain.cpp and Tools.cpp. This stuff needs a thorough overhaul. In the meantime, this patch at least makes them consistent.
