Make INSTALL and README more generic, avoid repeating stuff that's
already in the product docs, and move the Windows Signing stuff into the
product docs.

on any platform but Mac.

Previously a different version of this file was added to each source
package. As the file is now the same for all source packages, it can be
added to the repo.
