Fix the GL_CONTEXT_FLAG_DEBUG_BIT check
Use the correct enum. GL_CONTEXT_FLAG_DEBUG_BIT does not have the same
value as GLX/WGL_CONTEXT_DEBUG_BIT_ARB.
