tst_QString: fix localeAwareCompare() when using ICU
tst_QString::localeAwareCompare() is failing since
ab448f731ecd8437c7c5c8b96a0e7f419ec3a7ca because the 'C' locale no
longer initializes ICU and falls back to simple QString comparison.
Fix it by explicitly setting the locale for the testdata to en_US so the
QCollator is properly initialized.
