Fix QUrl::topLevelDomain(QUrl::FullyDecoded)
qt_ACE_do(".co.uk") was returning an empty string because of the
leading dot. This has always caused issues in KDE code too, where ACE
normalization needs the dot removed, and re-added afterwards.
