[ChangeLog][Build System] Tools that are called by the build system and
are unlikely to be called by the user are now installed to the libexec
directory.
This is a step towards easier co-installability of different Qt
versions.

Commit 80dea664 broke .ui files with global includes that are not part
of the project, because we blindly added every file path that falls
out of 'uic -d' as dependency.
Introduce the extra compiler CONFIG flag dep_existing_only to bring
back the old behavior that ignores non-existent dependencies and set
it for uic.

We can't easily predict all code paths for QDesigner
with such a microoptimization. We also don't want
to generate three different string constructions
depending on some sophisticated heuristics.
[ChangeLog][uic] The -no-stringliteral option is now deprecated and
UIC will not generate QStringLiteral anymore.

It prevents application crashes in cases when libraries and
plugins are unloaded and their strings are still used by
the main application.

while the names of the compilers are actually an undocumented internal,
we don't provide an actually working proper way to sequence extra
compiler execution with build-time generated inputs when they are
indirectly listed (as via .qrc files).

unlike the .command, the .depend_command is not executed by make via its
chosen shell, but qmake itself via the system's native shell.
consequently, it needs different path separators and no make-escaping.
