QMAKE_X11_PREFIX and QMAKE_XKB_CONFIG_ROOT are now configured
in qtgui, so we need to include qtgui-config.pri before accessing
them in plugins.

Don't set a variable in QT_CONFIG to build the right
things. Instead have an xkbcommon-x11.pri in addition to
xkbcommon.pri that also builds the x11 specific things.

privateFeature would add QT_NO_FEATURE to the DEFINES in the private
.pri file, which was somewhat inelegant.
Additionally, it would add the feature to the _public_ QT_CONFIG
variable, which was plain wrong.
Replace the implementation with the one just introduced for
publicFeature, with the difference that the features are written to the
private files instead.
As this entirely disposes of the old system, all usages in the project
files need to be replaced atomically as well.

This release comes with important bug fixes. Also we can now
remove the workaround code which was needed for libxkbcommon 0.2.0.

Relevant part from libxkbcommon's configure.ac file:
xkb_base=`$PKG_CONFIG --variable=xkb_base xkeyboard-config`
if test "x$xkb_base" = x; then
xkb_base=$datadir/X11/xkb
fi
AC_ARG_WITH([xkb_config_root],
[AS_HELP_STRING([--with-xkb-config-root=<path>],
[Set default XKB config root (default: xkeyboard-config install path)])],
[XKBCONFIGROOT="$withval"],
[XKBCONFIGROOT="$xkb_base"])
AC_SUBST([XKBCONFIGROOT])
This patch implements an equivalent logic in Qt's configure script (with some
additions).

Needed to run the XKB extension where we used to expect X11 to be
installed in /usr. In FreeBSD, for instance, X11 is installed in
/usr/local like all the other not out-of-the-box packages.
Same thing goes for the compose platform input context plugin.

This library is required by the XCB platform plugin. As we depend on
very recent version of this library and it might not be available
in base repositories of distributions, users can use -qt-xkbcommom
switch to build Qt with the bundled version.
