Replace the current license disclaimer in files by
a SPDX-License-Identifier.
Files that have to be modified by hand are modified.
License files are organized under LICENSES directory.

QString::toDouble() now always uses C locale, so the previous code
snippet does not make much sense, as the results do not depend on the
selected default locale.
The updated snippet uses the default locale, which allows to show the
difference between locales.

Documented the fall-back process by which QLocale selects an actual
locale based on what it is asked for. The prior documentation was
wrong.
In the process, removed some out-of-date claims about QString's
toInt() and toDouble() caring about the default locale; and caught a
few more cases (in \internal docs) of country -> territory.

* QString("1234,56").toDouble(&ok); always operates
in the "C" locale and therefore ok is always false
* Explicitly state that the return value is zero
when ok is set to false
* Made snippet compileable by giving str a type

This is a folllow-up to commits
548513a4bd050d3df0a85fed6e2d1a00ce06d2ab and
a9aa206b7b8ac4e69f8c46233b4080e00e845ff5, renaming the snippets files
referenced by the files moved out of corelib/tools/ to match the new
locations of the files using them.
