The patch adding the function unexpectedly made it into 6.5 before
6.5.3 was forked off. That's nice, as it reduces the number of
releases with a broken implementation, but the documentation and
ChangeLog were written assuming a merge for 6.5.4.
Fix the documentation.

There were two problems:
- On platforms where QFLOAT16_IS_NATIVE == true, a qHash(qfloat16{})
call has become ambiguous between the three FP qHash() overloads
(float, double, long double), where it was unambiguously calling the
float one in Qt 6.4. This SiC was caused by the replacement of
operator float() by operator __fp16() in
99c7f0419e66692260be56c0385badeacb3f6760, which is in Qt 6.5.
- On platforms where QFLOAT16_IS_NATIVE == false, qHash(qfloat16{})
would produce a different value from qHash(float{}), and therefore
Qt 6.4, when the seed was != 0, because the former would go via the
one-arg-to-two-arg qHash adapter while the latter one would
not. Since participating functions are inline, this causes old and
new code to produce different hash values for the same qfloat16,
leading to a BiC possibly corrupting QHash etc.
Fix both by adding an explicit qHash(qfloat16). This function is
inline, so it doesn't add a new symbol to 6.5.x.

This macro usage is not correct. I don't know what it is for because the
documentation next to it describes how to use it, not why one should use
it. Anyway, it's most definitely the incorrect solution for whatever
problem there may have been, so remove.
I also couldn't move it to removed_api.cpp. If I do, then the
QMetaTypeInterface created for qfloat16 misses the pointers to
QDataStream. I'm not sure why... I think it's because the operator>> and
operator<< become ambiguous, so the SFINAE to check if they exist gives
up.

Remove the member function from the API and re-add it as a hidden
friend on qfloat16, where it will be a complete type.

qfloat16 QDataStream operators are now hidden friends and only found
by argument-dependent lookup. Previously, these were member functions
on QDataStream.

__attribute__((target("arch=xxxx"))) does not work because the compilers
(GCC at least) don't test the CPU features that they are targeting, so
we keep getting "inline failed" compiler errors.

Those three features can't be used without the VEX prefix, which
requires that the OS has enabled saving of the AVX state on context
switches (i.e., use XSAVE).
The list is automatically maintained by the updated script in
OpenDCDiag[1]. I need to update the copy in util/x86simdgen.

The bugs we had noticed previously are believed to be fixed. MSVC will
do per-function updating of AVX content where necessary and the ICC
issue is no longer relevant.

Explicitly specify the float-overload, otherwise it's just ends
up referring to itself, and won't generate a link.
Also document qFpClassify(qfloat16) overload. The internal
implementation was documented, but the public overload not.

This class has documented member functions, but only the related
\headerfile was documented. The class documentation itself was
omitted with the \dontdocument command.
Replace the \headerfile with a \class command, and move the global
functions to be related to the class itself. Keep the title as a
\keyword to avoid breaking any external links. The new class page
will inherit the .html file name of the header page, so we're safe
in that regard as well.

It's a 38k source file, which makes it MUCH smaller than other generated
files like qlocale_data_p.h (982k) and qunicodetables.cpp (718k). The
constants are platform-independent, since they are defined by IEEE 754,
so they will never change.
The generator tool is moved to util/ and removed from the build. That's
one fewer bootstrapped tool to have to worry about.
The output file is committed as .cpp so it won't get installed.

[ChangeLog][QtCore][Global] Added the QT_NO_FLOAT16_OPERATORS macro in
order to work around a Microsoft <= VS2017 compiler bug that is
exposed when using std::bitset along with any Qt header that includes
<qfloat16.h>.
This is fixed in MSVC 2019[1], but the workaround is needed for

This is going to be the most common scenario for GCC: all recent
versions allow compiling F16C code in the same source, thus generating
better code.
MSVC is excluded unless AVX is already turned on by the user in the
mkspec file, because it fails to use the VEX-prefixed instructions for
everything else, printing a warning that it knows it should have done
so.
ICC is excluded because it's known to generate invalid code when using
the F16C intrinsics unless F16C is turned explicitly on.
Clang is excluded because it runs into an internal error compiling this
code unless F16C is turned explicitly on.

Both ARM and x86 can convert fp16 much faster in bulk than one at a
time. This also enables hardware accelerated conversion on x86, when
F16C isn't unconditionally available at compile time.
This code is implemented in C to ensure that there's no leakage of
inline symbols from the .obj file that was compiled by Visual Studio
with AVX support. Unfortunately, simd.prf uses $(CXX) instead of $(CC)
for all its sources, which means the file gets interpreted as C++ by
g++, clang++ and icpc. Those compilers at least don't leak any symbols.

C++ does not specify which kind of floating point implementation is
being used. The C Standard doesn't either, but it includes a normative
reference for implementations adoping it (ISO/IEC 9899:2011 Annex F).
There are a few existing checks in qfloat16.cpp; move them to qglobal.cpp
(next to the other, similar checks), and improve them by actually
checking that the radix used for floating point numbers is 2.

GHS compiler is not fully compliant with iec559.
Therefore we need to replace is_iec559 assertion
with separate checks to build quint16.

This constitutes a fairly complete submission of an entirely new
floating point type which conforms to IEEE 754 as a 16-bit storage
class. Conversion between qfloat16 and float is currently performed
through a sequence of lookup tables. Global-level functions
qRound(), qRound64(), qFuzzyCompare(), qFuzzyIsNull(), and
qIsNull() each with a qfloat16 parameter have been included
for completeness.
[ChangeLog][QtCore] Added new qfloat16 class.
