Replace all QT_NO_PROCESS with QT_CONFIG(process), define it in
qconfig-bootstrapped.h, add QT_REQUIRE_CONFIG(process) to the qprocess
headers, exclude the sources from compilation when switched off, guard
header inclusions in places where compilation without QProcess seems
supported, drop some unused includes, and fix some tests that were
apparently designed to work with QT_NO_PROCESS but failed to.

Some declarations in QProcess are declared only
for Windows. This change uses the Q_CLANG_QDOC
macro so that #if defined(Q_OS_WIN) becomes
This ensures that Windows-specific documentation
always gets generated. The macro is added in
both .h and .cpp files.

This change partially reverts 1bfc7f68 about QT_HAS_BUILTIN define
and undef in src/corelib/tools/qsimd_p.h.

at runtime, which also cannot be disabled. This is too draconic.

[ChangeLog][QtCore][QProcess] Added method
setCreateProcessArgumentsModifier to QProcess on Windows to enable
users to intercept and modify CreateProcess parameters.
With such a modifier, calling code can decide whether to inherit
handles, modify the STARTUPINFO struct, and pass its own
combination of process flags to CreateProcess.

Make the name of the signal and the name of the getter unambiguous,
which in turn allows the easy use of Qt 5-style connects.

Remove the 100 ms timer that was used to nudge QProcess to write data
to the child's stdin. Instead, react on the canWrite() signal of
QWindowsPipeWriter.
QProcess::writeData needs to call _q_canWrite via the event loop to
start the write operation. The socket notifier code was never in use on
Windows.

Qt copyrights are now in The Qt Company, so we could update the source
code headers accordingly. In the same go we should also fix the links to
point to qt.io.
Outdated header.LGPL removed (use header.LGPL21 instead)
Old header.LGPL3 renamed to header.LGPL3-COMM to match actual licensing
combination. New header.LGPL-COMM taken in the use file which were
using old header.LGPL3 (src/plugins/platforms/android/extract.cpp)
Added new header.LGPL3 containing Commercial + LGPLv3 + GPLv2 license
combination

- rectify confusion and outright disinformation about argument quoting
- say that open() is an alias for start(), not the other way round, as
this is more consistent
- apply some trickery to hide mergeable startDetached() overload
- rename program -> command where it stands for a joined command line,
for consistency
- copy less information to the various overloads
- misc language fixes and reshuffling

It was not possible to get the actual process ID (in a cross-platform
manner) from QProcess, as the user would need to handle the returned
typedef (Q_PID) differently on Unix and Windows.
On Unix Q_PID is the actual process ID, but on Windows it's a pointer
to a PROCESS_INFORMATION structure, which among other fields contains
the process ID. Instead of returning a pointer on Windows,
QProcess::processId() will return the actual process ID on both Windows
and Unix.
[ChangeLog][QtCore][QProcess] Added processId() to QProcess. This
function will, unlike pid(), return the actual process identifier on
both Window and Unix.

Add setProgram() and setArguments() methods to the QProcess api.
Add a convenient start(QIODevice::OpenMode) method.
Move the implementation of QProcess::start() to QProcess::open()
unifying the QProcess api with other QIODevice subclasses.

- Always use <qt_windows.h> as the last file to be included.
- Remove it from some headers, use Qt::HANDLE instead of HANDLE.
- Clean up #ifdef, use Q_OS_WIN for Windows/Windows CE.
- Add NOMINMAX to qt_windows.h to avoid problems with the
min/max macros.
- Remove <windows.h> from qplatformdefs.h (VS2005)

As in the past, to avoid rewriting various autotests that contain
