If the domain passed down is an actual TLD that's the subject of a *
rule, e.g. "ck" subject to *.ck, then we were finding no dot in it and
concluding that it couldn't be the subject of a * rule.
Added a test for the specific .ck case and commented on where we could
get some canonical test data that I tripped over while researching
this. Cross-reference the cookie-jar test from the QUrl test, too.

Now that all our supported compilers know char16_t, we no longer need
QStringViewLiteral, whose only purpose in life was to turn u"" into
L"" for MSVC < 2015.

TLD lookup is performed in up to three steps, which are decribed in a
code comment. For the purposes of this patch, it suffices to mention
that the last two steps involved a QStringBuilder expression.
Avoid having to build these strings by distinguishing between the
lookups using an enum instead of a string prefix. Since qt_hash()
calls can now be chained, form the hash value by hashing the prefix
character and the domain (part) separately.
Also perform the expensive fromUtf8() call only when the string prefix
(if any) matched. Once we have nothrow UTF-8/UTF-16 comparison
operators, qIsEffectiveTLD() will no longer allocate memory, and run
at full speed. Not there, yet, though.
I have full confidence that the optimizer will have field day with
this, inline all three containsTLDEntry() calls, and constant-fold the
checks inside the loop. GCC does, so I didn't try to do it by hand.

Qt copyrights are now in The Qt Company, so we could update the source
code headers accordingly. In the same go we should also fix the links to
point to qt.io.
Outdated header.LGPL removed (use header.LGPL21 instead)
Old header.LGPL3 renamed to header.LGPL3-COMM to match actual licensing
combination. New header.LGPL-COMM taken in the use file which were
using old header.LGPL3 (src/plugins/platforms/android/extract.cpp)
Added new header.LGPL3 containing Commercial + LGPLv3 + GPLv2 license
combination

That's because we check whether chunk is still valid (less than
tldChunkCount) after we've dereferenced tldChunks[chunk]. That is, we've

The table is there to know which domains are allowed to set cookies
and which are not. There are more than 2000 new entries since the
list has last been generated.
The split to 64K chunks was made because this is the hard limit for
strings in Visual Studio.

The implementation of the various qHash overloads offered by
Qt can change at any time for any reason
(speed, quality, security, ...).
Therefore, relying on the fact that qHash will always give
an identical result across Qt versions (... across different
processes, etc.), given identical input, is wrong.
Note that this also implies that one cannot rely on QHash
having a stable ordering (even without the random qHash seed).
For such use cases, one must use f.i. a private hash function
that will never change outside his own control.
This patch adds a private hash function for QStrings,
which is identical to the Qt(4) qHash(QString) implementation.
A couple of spots in Qt where the results of a qHash call were
actually saved on disk are ported to use the new function,
and a bit of documentation is added to QHash docs.

As in the past, to avoid rewriting various autotests that contain
line-number information, an extra blank line has been inserted at the
end of the license text to ensure that this commit does not change the
total number of lines in the license header.

Move Qt's copy of the Mozilla public suffix list from QtNetwork
to QtCore and use it to expose a new API function QUrl::topLevelDomain().
This function returns the section of the url that is a registrar-controlled
top level domain.
QtCore now exports a couple of functions to the other Qt modules: qTopLevelDomain,
a helper function for QUrl::topLevelDomain(); and qIsEffectiveTLD(), a helper
function for QNetworkCookeieJar.
The motivation for this new API is to allow QtWebKit implement a Third-Party
Cookie blocking policy. For this QtWebKit needs to know the element of the url
that is the registry-controlled TLD. Without this knowledge it would end up
blocking third-party cookies per host rather than per registry-controlled domain.
