Mark QWaitCondition:wait(..., ulong) as deprecated so they can be
removed in Qt6. Also replace the usages of this deprecated functions
inside QtCore.

std::(condition_variable, mutex)
It turns out that QWaitCondition is a std::condition_variable_any. The
_any variant works with any mutex type, but requires a native mutex
for the native condition variable. So, QWaitCondition and
std::condition_variable_any both require two different mutexes: the
one the user passes in, and an internal one.
std::condition_variable, however, only works with std::mutex, and
since both are backed by the native API, condition_variable can use
the mutex passed in by the user instead of having to use an internal
one.
So, port from 2 × QWaitCondition + QMutex (2 × native cond + 2 ×
native mutex + Qt mutex) to std::condition_variable + std::mutex (2 ×
native cond + native mutex), shaving the overhead of two additional
mutexes (one Qt, one native) as well as the memory allocation
performed by QWaitCondition (for its Private).
Speeds up the writeOnly case by ~1/8th:
PASS : tst_QReadWriteLock::writeOnly(QReadWriteLock)
RESULT : tst_QReadWriteLock::writeOnly():"QReadWriteLock":
- 39,703 msecs per iteration (total: 39,703, iterations: 1)
+ 34,950 msecs per iteration (total: 34,950, iterations: 1)

Most of these are unique_locks because they call QWaitCondition::wait()
and it doesn't feel right to use qt_scoped_lock if the lock is dropped
within the scope.

Semi-automated, just needed ~20 manual fixes:

It can be easily improved (e.g. for store check that there are no commas
after the opening parens). The most common offender is QLibrary::load,
and some code using std::atomic directly.

Add it to configure.json and replace all occurrences of QT_NO_THREAD
with QT_CONFIG(thread). Add conditions for other features that depend
on thread support. Remove conditions where we can use the QMutex and
QThreadStorage stubs.

An Acquire barrier in QReadWriteLocker::unlock was missing to synchronize
with the testAndSetOrdered on d_ptr in the lock functions.
The race is between the write of d->writerCount in tryLockForWrite,
and the read in unlock. The acquire on d->mutex is not enough because
it is not on the same object. While that race could be fixed by taking
the newly-allocate()ed d's mutex before publishing it with testAndSet,
there's another race, on 'recursive', between a newly-minted Private*
with recursive == false in tryLockForWrite(), and the read of 'recursive'
in unlock().

QReadWriteLock is supposed to be a better alternative to QMutex when there
are only a few writers but potentially lots of reads. However, in practice
the previous implementation was much slower, unless you really do a lot of
work with the lock for read and you have lots of contention.
Indeed, the previous implementation was locking a QMutex both for lock, and
unlock (making it already at least twice as slow as QMutex).
This new implementation brings QReadWriteLock back to the same level as QMutex:
- No memory allocations in the uncontended case (almost no overhead allowing to
create many of them in classes)
- Lock-free if there is no contention
Should support up to 2^31 concurrent readers on 64 bit platforms, and 2^28
on 32 bit platforms

This reverts commit 666486b3efec871301b82244ec661e1eaa6cca9c, which
removed the QHash that protected against reader recursion
deadlocks. Without this hash, a reader will block on
d->readerWait.wait() until the writer finishes its task. However, the
writer never starts because there's a reader that hasn't released the
lock. That's a deadlock.

Qt copyrights are now in The Qt Company, so we could update the source
code headers accordingly. In the same go we should also fix the links to
point to qt.io.
Outdated header.LGPL removed (use header.LGPL21 instead)
Old header.LGPL3 renamed to header.LGPL3-COMM to match actual licensing
combination. New header.LGPL-COMM taken in the use file which were
using old header.LGPL3 (src/plugins/platforms/android/extract.cpp)
Added new header.LGPL3 containing Commercial + LGPLv3 + GPLv2 license
combination

This change fixes most qdoc errors in QtCore. There are about 900 left.
The main thing this change does is moving documentation from qtcore from
/doc/src to /src/corelib/doc.
Other issues resolved are mis-use of qdoc commands.
