The problem is that qCountLeadingZeroBits is calling qPopulationCount
which is only conditionally constexpr, so qCountLeadingZeroBits can only
be marked constexpr if qPopulationCount is also.
On MSVC2017 64bit this is not a problem because it uses builtins function
in this case. (which is not constexpr, but it works because the compiler
is not forced to diagnose the problem because of the "?:" operator.
The error being fixed is:
qalgorithms.h(847): error C3615: constexpr function 'qCountLeadingZeroBits' cannot result in a constant expression
qalgorithms.h(858): note: failure was caused by call of undefined function or one not declared 'constexpr'
qalgorithms.h(858): note: see usage of 'qPopulationCount'

The __popcnt family of intrinsics with MSVC generates directly the
POPCNT instruction and are documented to do so:

So we can't use __popcnt unless the target processor supports it.
[ChangeLog][Windows] Fixed a bug that caused applications to crash with
"Illegal instruction" faults when compiled with Visual Studio and run on
some older processors.

The builtins clzs and ctzs have been removed. Additionally they were
never proper internal GCC builtins and shouldn't have been used in a
constexpr function in the first place. This patch removes the assumption
that they exist when BMI is available, and let GCC fall back to using
__builtin_clz and __builtin_ctz.

This is the only warning we disable in a lot of places in Qt 5.8 source
code. If other warnings become common, we can add macros for them too.

The GCC builtins for clzs and ctzs are enabled when the x86 extension
for LZCNT and TZCNT are enabled. The use of only __BMI__ in commit
f5f47987ce369aa3f7553e6c0da509461a1ddf1a was incorrect.
But GCC needs both BMI and LZCNT enabled to enable this builtin.

Neither clang-cl nor the Intel compiler are able to parse the MSVC code
in a constexpr environment. For Clang, we can just use the __builtin
functions, which it does make available on Windows. For the Intel
compiler, there's no alternative, so we just don't use the _BitScanXxx
functions. It will produce slower code, though.
qalgorithms.h(587,19) : error: variables defined in a constexpr function must be initialized
qalgorithms.h(635,12) : note: non-constexpr function '__popcnt' cannot be used in a constant expression
etc.

Use qCountTrailingZeroBits and qCountLeadingZeroBits from qalgorithms.h
instead. Also extended these versions for MSVC. The _bit_scan_* versions
stem from a time before the glorious days of qalgorithms.h. A big
advantage is that these functions can be used on all platforms.

If possible.
The BSF/BSR/TZCNT/LZCNT Intel instruction does not exist for 8-bit. And
it's a good idea to use the 32-bit instruction instead of the 16-bit one
for that case, to avoid the Length Changing Prefix (LCP).
GCC doesn't allow us to use __builtin_cl[tz]s unless BMI is active,
while ICC generates the same code either way (Clang understands
__has_builtin).

Unlike MSVC, ICC *does* support constexpr, but on Windows it will not
define __GNUC__, so we ended up in the multi-line alternative. That is
not permitted in C++11, only in C++14.

Two new function families have been added: qFindFirstSetBit() and
qFindLastSetBit() for a variety of integer sizes. Fast implementations
are included for most platforms.
[ChangeLog][QtCore][QtAlgorithms] Added qFindFirstSetBit() and
qFindLastSetBit().

Qt copyrights are now in The Qt Company, so we could update the source
code headers accordingly. In the same go we should also fix the links to
point to qt.io.
Outdated header.LGPL removed (use header.LGPL21 instead)
Old header.LGPL3 renamed to header.LGPL3-COMM to match actual licensing
combination. New header.LGPL-COMM taken in the use file which were
using old header.LGPL3 (src/plugins/platforms/android/extract.cpp)
Added new header.LGPL3 containing Commercial + LGPLv3 + GPLv2 license
combination

Since some of the algorithms use other ones, we should not warn about
those. The warnings are supposed to happen only in user code.
Warnings obtained with GCC 5. The Clang change is just to be on the safe
side.

This functionality is used in multiple places in Qt itself, so it makes
sense to have a global function for this. This also allows to map this
onto specialized assembler instructions, should an architecture provide
them, later on.
Also added comprehensive tests, using a 4-bit lookup-table implementation
as a reference.

These defines were there to aid in the commercial
licensing scheme we used long ago, and are no longer needed.
Keep a QT_MODULE(x) define so other modules continue compiling.
