Scan CLDR for {,kilo,mega,giga,tera,peta,exa}byte forms and their IEC
equivalents, providing SI and IEC defaults when missing (which all of
IEC are) in addition to the usual numeric data. Extrapolate from any
present data (e.g. French's ko, Mo, Go, To imply Po, Eo and, for IEC,
Kio, Mio, etc.), since CLDR only goes up to tera. Propagate this data
to QLocale's database ready for use by QLocale::formattedDataSize().

(bytearrayToUnsLongLong() didn't have one).
The only user, QIntValidator, always checked them in conjunction with
'ok'. Since 'overflow' was true only if 'ok' was false, too, there's
no point in carrying both.
We can bring this code back with QParsedNumber, when it will not cost
anything anymore. I actually was hoping that the overflow argument
would inform the design of QParsedNumber, but it turned out to be
unused, leading to this commit instead.

While at it, change the interface of qt_repeatCount() to just take
a single QStringView, since QStringView::mid() is so cheap. Add some
\internal docs.

This ports all functions in qlocale_p.h to QStringView that can be
ported with the QStringView features we already have.
Prerequisite for QStringView::to<Integer>(), and
QLocale::to<Integer>(QStringView).

The returned data is in US-ASCII (or else Latin-1), and resides in
consecutive memory. We can therefore return it in a QLatin1String,
which, however, will in general not be NUL-terminated.
Many users use the return value as part of a QStringBuilder
expression, and those which are not are not pessimized further by
this change.
The caller in qtimezoneprivate_icu looks as if it could simply zero
-terminate the return value and use it as-is, as opposed to
converting to UTF-8, but I left the code equivalent to the original
just the same.

Give QCollator access to QLocalePrivate::bcp47Name(), to avoid
both the latin-1 -> UTF-16 conversion in QLocale::bcp47Name(),
as well all as
- the replace('-', '_').toLatin1() call in ICU
- the toLocal8Bit() call in macOS
- the toUtf8() call in Windows
implementations of QCollatorPrivate::init().
This is safe, since, according to https://tools.ietf.org/html/bcp47,
a BCP47 name only contains US-ASCII (ALPHA used, which is defined by
https://tools.ietf.org/html/rfc5234 to be [a-zA-Z] only).

EcmaScript mandates that number-to-string functions pad the resulting
strings with zeroes, up to the requested precision. QLocale actually
supports this, under the disguise of the "Alternate" flag, used by
QString::asprintf().
We split this flag into the three options it actually represents and
make IncludeTrailingZeroesAfterDot available as a NumberOption. This
allows us to generate numbers in an EcmaScript compliant way.
In addition, a symmetrical option to reject trailing zeroes when
parsing strings to numbers is added.
[ChangeLog][QtCore][QLocale] Additional flags in QLocale::NumberOption
allow generating strings from doubles in accordance to EcmaScript's
Number.toPrecision(n).

- if the header included qglobal.h, turn that into qglobal_p.h
- otherwise, insert the #include after the "We mean it" warning
qglobal_p.h currently only includes qglobal.h.

The EcmaScript format for printing doubles in exponent form differs
from Qt's format only in this aspect. EcmaScript explicitly prohibits
leading zeroes in exponents. It is thus worthwhile to add those flags
in order to be able to generate and parse doubles in compliance with
EcmaScript.
[ChangeLog][QtCore][QLocale] Additional flags in QLocale::NumberOption
allow generating and parsing doubles in EcmaScript compliant format.

This also fixes the underlying cause of QTBUG-44039 and QTBUG-43885.
You can choose between system, qt, and no libdouble-conversion
support. If you choose "no", snprintf_l and sscanf_l will be
used.
By default, system double conversion is used if the system provides a
double-conversion library. Otherwise the bundled libdouble-conversion
is built. sscanf_l and snprintf_l are not used by default as the
planned "shortest" conversion mode to produce the shortest possible
string will give less precise results when implemented with snprintf_l.

Qt copyrights are now in The Qt Company, so we could update the source
code headers accordingly. In the same go we should also fix the links to
point to qt.io.
Outdated header.LGPL removed (use header.LGPL21 instead)
Old header.LGPL3 renamed to header.LGPL3-COMM to match actual licensing
combination. New header.LGPL-COMM taken in the use file which were
using old header.LGPL3 (src/plugins/platforms/android/extract.cpp)
Added new header.LGPL3 containing Commercial + LGPLv3 + GPLv2 license
combination

Those functions do not need any of extra QLocale settings in
QLocalePrivate, so we can move them easily, along with their flags.
It's also very convenient that we can now bypass completely QLocale
when formatting numbers to strings.

The difference between them was simply whether they operated on QString
or QStringRef. So drop down to what's common between them: a pointer and
a length (or two pointers, but numberToCLocale already operates on a
pointer and a length).

This patch adds more char tests for the plus and minus signs to
ensure that e.g. number input widgets can be used with the locale
and the known sign chars.
[ChangeLog][QtCore] Fixed a bug that caused negative number input
using '-' to be rejected because the current locale uses e.g. 0x2212.
QIntValidator and QDoubleValidator now accepts both signs as well as
the locale minus sign.

Modify the QLocale date formatter to be consistent with the QDateTime
date formatter and able to replace the QDateTime formatter in a
subsequent change.
Fix the treatment of negative years.
The internal QLocale::timeZone() has been replaced by the
QDateTime::timeZoneAbbreviation() to ensure the correct tz for the
date/time is used rather than always the current system default.

On Android, we would default to C locale always. We need a connection
to Java in order to get the locale, so this has to be done in the
platform plugin rather than the QtCore library. It's enough to
instantiate the QSystemLocale subclass, since this will automatically
register itself as the current system locale.

At the moment if d->m_data == systemData() it calls
systemLocale()->query but forgets about the standalone part
so you get the wrong data
This patch introduces the new enums so that backends can implement
properly the standaloneMonthName feature properly. At the moment the Windows
and Mac ones still return the monthName, the Unix and Blackberry ones return
the data we store in months_data

It's not used anywhere, so we don't need to cache the locale data
index. We already have the pointer to the QLocaleData anyway.
This saves us a few roundtrips calculating the index from the data
pointer only to get the data pointer again.

It was only used for toUpper/toLower but always computed in the
constructor, including QString::toLatin1 conversion and allocations.
This needlessly slows down all other uses, including supposedly "cheap"
operations QString::toDouble, or accesses inside QResourceFileEngine.
The benchmarks indicates that doing it always when needed is bearable.
There's still a lot of improvement potential on these code paths.

Modified QLocalPrivate::numberToCLocale to take a const QChar * and an
integer instead of a QString. This allows for passing QStrings and
QStringRefs into the same function. Updated the
QLocalePrivate::stringToDouble, QLocalePrivate::stringToLongLong, and
QLocalePrivate::stringToUnsLongLong to use this new function signature.

to be split into a part that is run on initialization, namely
QQNXLocaleData::initialize(), and one that is run delayed
through event loop invocation, namely QQNXLocaleData::installSocketNotifier().
