Static libnet is enough for DNS resolution.
This commit specializes the removal of dynamic DNS library load, but
this should probably also be done when using a static build.

That API has been available for WinRT and Windows
Phone for some time now. By using it to get the
machine name and for hostname resolution we can get
rid of some winrt-only code and use qhostinfo_win.cpp
on WinRT and Windows phone as well.
Additionally the required capability was added to
tst_qhostinfo so that this auto test can be run without
any manual editing.

Since Windows Vista, the OS keeps an extra set of names for each
interface, which are identifier-like and more friendly than previously,
but not the user-description.
For example:
previous name: "{2B09D370-A032-4478-8444-495AD9301D67}"
new name: "wireless_6"
friendly name: "Local Area Connection* 12"

The has been present since Windows 2000 and most functions we need have
been present since Windows XP and Windows CE 5.0. There's no need to do
runtime detection anymore.
This was necessary in Qt 4.2, when this code was introduced, because we
still supported Windows 98 and Me, including Windows platform SDKs that
lacked the necessary header definitions.

libproxy is not part of Qt's public interface, but a helper library
used by Qt. Treat it as such by using LIB_PRIVATE.

It will be used on Unix systems if the required dev package is
present. (Detected by a configure compile test.)
You can configure with -no-libproxy to avoid the dependency.
It will not be used on OS X or Windows, as we already implement
the native API for getting proxies there.
Currently we use whatever PAC runner is provided by the distro
for running PAC scripts - if we want to run PAC scripts using
Qt, then we would have to implement a pacrunner plugin to libproxy.
Note that their webkit pacrunner is using javascriptcore already.
Tested using the libproxy 0.4.7 that is included in Ubuntu 12.04.
Re-tested using Ubuntu 14.04 which ships libproxy 0.4.11.
It works except when both socks and http proxies are configured in
the manual settings - in that case libproxy returns only the socks
proxy. This seems to be covered by libproxy issue 119.

While QHostInfo and QNetworkInterface are implemented,
socket implementation is just a stub for now. Having
stub implementation is preferable over not having them
at all is because most applications will not build, if
sockets are not available. Even though they do not
do anything useful yet, applications can be compiled
and run to get an idea how network will work on WinRT.

When loading dnsapi.dll as a plugin, we experience crashes because
the calling convention is not specified.
The default is _cdecl, but __stdcall (via the WINAPI macro) should
be used for windows APIs.
Mismatched calling convention results in corruption of local variables,
probably because the stack pointer is incorrect and SP offsets are
used in optimised builds rather than frame pointer offsets.
Since the library has been available since Windows 2000, I don't
think that we need to load it dynamically.
(Unlike the unix version where it isn't part of the LSB)
Also checked that the current release of mingw works.

The QDnsLookup class provides asynchronous APIs for performing
DNS lookups. For now, the following lookups are supported:
- A and AAAA
- CNAME as defined per RFC 1035
- MX as defined per RFC 1035
- NS as defined per RFC 1035
- PTR as defined per RFC 1035
- SRV as defined per RFC 2782
- TXT as defined per RFC 1035
