Change TouchWindowTouchType(s) to be (global) property of
QGuiApplication's native Windows interface since it does not make
sense to set it per window.
It appears the previous code setting the types per Window has never
worked since registerTouchWindow() bailed out due to the checks for
the flags TouchRegistered and IsTouchWindow() (setting in
HCBT_CREATEWND). In addition, registering windows for touch after
plugging in a device would not observe the setting.
Move the checks around to make this work.

Move some things around and make them static in tablet support
to make this easier.

This change adds the setWinTabEnabled() function to Qt Platform Headers,
which allows an application to set at run-time whether the WinTab API will
be used for tablet input instead of the native Windows Ink API.
[ChangeLog][Windows] The setWinTabEnabled() function added to Qt Platform
Headers now allows an application to set at run-time whether the WinTab API
will be used for tablet input instead of the native Windows Ink API.

The hasBorderInFullScreen only has an effect when set before
the window is shown or switched to fullscreen. This is currently
not possible in the QML case since the window is only accessible
after all properties (including visibility) have been set.
Add a function to set a default value.

setting for hasBorderInFullScreen

clang needed to see so type definitions that aren't there

The Windows OS by default does not activate windows when the calling
process is not active; only the taskbar entry is flashed as not to
distract the user.
Nevertheless, for some use cases, it is desirable to activate the window
also in the inactive state.
Introduce an enumeration specifying the behavior to QtPlatformHeaders
and employ a workaround using the Win32 API AttachThreadInput() to attach
to other processes while setting the foreground window to achieve
the AlwaysActivateWindow behavior.

Windows automatically disables DWM for opengl windows that have the
exact dimensions of the primary screen. This causes numerous issues,
such as menus and popups not showing up, and alt+tab misbehavior.
Adding a one pixel border via WS_BORDER solves all of these issues.
This is done by a QWindowsWindowFunctions to make it opt-in as turning
it on can cause an unwanted change in the look of the window so it is
up to the user to decide if they want this.
[ChangeLog][Platform Specific Changes][Windows] Add a function to
QWindowsWindowFunctions to enable working around a limitation with
showing other top level windows when showing a fullscreen OpenGL based
window.

Qt copyrights are now in The Qt Company, so we could update the source
code headers accordingly. In the same go we should also fix the links to
point to qt.io.
Outdated header.LGPL removed (use header.LGPL21 instead)
Old header.LGPL3 renamed to header.LGPL3-COMM to match actual licensing
combination. New header.LGPL-COMM taken in the use file which were
using old header.LGPL3 (src/plugins/platforms/android/extract.cpp)
Added new header.LGPL3 containing Commercial + LGPLv3 + GPLv2 license
combination
