When the on-screen keyboard completes a word via text prediction, the
message contains VK_PACKET as identifier for a character sequence.
While each character is send, the code only contains the first character
of the sequence.
Hence, resolve the actual code manually in case of a sequence.
This does not modify the virtual key, so that users are able to
distinguish between manual and predictive input.

Add utility functions to QWindowsContext input messages sent to
native event filters (event dispatcher and window system interface).
Do not send input and similar events to the event dispatcher since
QEventDispatcherWin32::processEvents() also sends them.
Note though that QEventDispatcherWin32 does not receive all windows
messages.
In QWindowsKeyMapper, send the WM_CHAR/WM_IMECHAR events from
where the messages are removed.

Add simple Win32-API based menus (not owner-drawn).
Native menus are implemented using Win32 API and are simpler than
QMenu-based menus in for example that they do allow for placing widgets on
them or changing properties like fonts and do not provide hover signals.
They are mainly intended for Qt Quick. By default, they will be used if the
application is not an instance of QApplication or for Qt Quick Controls
2 applications.
In addition, the command line option -platform windows:menus=native
will unconditionally activate them and -platform windows:menus=no
turns them off.
[ChangeLog][QtGui][Windows] Native menus have been implemented.

There are some keyboard layouts where pressing shift will give something
different to what the expected key would be. For example, on a French
keyboard layout, pressing SHIFT+! gives 1 as opposed to SHIFT+1 giving
! on a US keyboard layout. Therefore it should check against both cases
to ensure it does not end up adding a new entry.

When pressing a combination of keys it is possible that it ends up being
seen as a Key_unknown and as a result it can give strange results when
used. Therefore if the key is Key_unknown in that case then it should
fallback to the unmodified key. For example on a French keyboard, this
means it will correctly allow CTRL+< as a shortcut instead of showing
it as CTRL+\.

Sending key events in addition causes applications to respond
twice to for example the back / forward extra mouse buttons.
Suppress the keypress by checking on the device. This is in
line with the other platforms, which do not send keypresses
either.
Native event filters will still be able to listen for
WM_APPCOMMAND.
