This way Qt builders can see if everything has been configured
properly for XCB GL integrations at configure time, instead of
at the end of the build process.

Move the different parts of configure.json/.pri into the libraries where
they belong.
Gui is not yet fully modularized, and contains many things related to
the different QPA plugins.

Use the new qtConfig macro in all pro/pri files.
This required adding some feature entries, and adding
{private,public}Feature to every referenced already existing entry.

When EGL is autodetected but -no-opengl is specified the backend
must be skipped, just like the GLX one.

[ChangeLog][QPA][Xcb] GLX and EGL code paths are now dynamically
resolved, making it possible for one build of a plugin to use both code
paths. Default is to use the GLX code path if available. This can be
overwritten by specifying QT_XCB_GL_INTEGRATION=xcb_egl as an
evnironment variable. Enable qt.xcb.glintegration.debug to get debug log
output of what integration is used
