This change partially reverts 1bfc7f68 about QT_HAS_BUILTIN define
and undef in src/corelib/tools/qsimd_p.h.
This change is also squashed with "Fall back to c++11 standard
compiler flag for host builds" which is done by Peter Seiderer.

Buddy is larger than a void*, so holding it in QLists is
needlessly inefficient. Worse, the code could come to depend
on the fragile property of (inefficient) QLists that references
to elements therein never are invalidated.
Fix by marking it movable, and holding it in a QVector instead.
Since QVector requires a default ctor, drop the pointless
existing ctor and use aggregate initialization instead.
Use QVector's rvalue append.

When we want to use qtTrId function instead QApplication::translate in
generated files it's not possible to use custom function with presented by
the --tr argument due to signature difference between qtTrId and
QApplication::translate function.
With this argument present, uic will generate qtTrId function with second
argument empty. When used together with --tr parameter it will use
presented function instead.

Qt copyrights are now in The Qt Company, so we could update the source
code headers accordingly. In the same go we should also fix the links to
point to qt.io.
Outdated header.LGPL removed (use header.LGPL21 instead)
Old header.LGPL3 renamed to header.LGPL3-COMM to match actual licensing
combination. New header.LGPL-COMM taken in the use file which were
using old header.LGPL3 (src/plugins/platforms/android/extract.cpp)
Added new header.LGPL3 containing Commercial + LGPLv3 + GPLv2 license
combination

(this is committing the new output of generate_ui from qttools)
For QLatin1String, operator== is overloaded, even for QStringRef,
so comparing to a latin-1 (C) string literal is efficient,
since strlen() is comparatively fast.
OTOH, QStringLiteral, when not using RVO, litters the code with
QString dtor calls, which are not inline. Worse, absent lambdas,
it even allocates memory.
So, just compare using QLatin1String instead.

Any bootstrapped tool is a development tool, by definition. So the
effects of seeding the hash with a random number can cause the same
source input to produce different binary results, which can throw some
caching tools into disarray (like the Open Build System).
There should be minimal fall out from the reduced protection against
DoS. Since those are only development tools, "specially crafted" input
implies the developer is DoS'ing him/herself.
Note: the change to qhash.cpp applies to moc and rcc, which are always
bootstrapped.

* "-dependencies" etc. still work.
* -n option still has effect, but technically not only for ui3 files
* the fact that the <uifile> parameter is optional wasn't documented
* -postfix option was undocumented
* -translate alternative for -tr was undocumented
The last two points show the benefit of using QCommandLineParser.

Remove all trailing whitespace from the following list of files:
*.cpp *.h *.conf *.qdoc *.pro *.pri *.mm *.rc *.pl *.qps *.xpm *.txt *README
excluding 3rdparty, test-data and auto generated code.
Note A): the only non 3rdparty c++-files that still
have trailing whitespace after this change are:
* src/corelib/codecs/cp949codetbl_p.h
* src/corelib/codecs/qjpunicode.cpp
* src/corelib/codecs/qbig5codec.cpp
* src/corelib/xml/qxmlstream_p.h
* src/tools/qdoc/qmlparser/qqmljsgrammar.cpp
* src/tools/uic/ui4.cpp
* tests/auto/other/qtokenautomaton/tokenizers/*
* tests/benchmarks/corelib/tools/qstring/data.cpp
* util/lexgen/tokenizer.cpp
Note B): in about 30 files some overlapping 'leading tab' and
'TAB character in non-leading whitespace' issues have been fixed
to make the sanity bot happy. Plus some general ws-fixes here
and there as asked for during review.
