By adding std::move where it makes sense.
This is not only good for move-only types, but for any type which
can be moved as it saves copies of the return value in any case.

For Android, Windows and xcb. Verified on Win10 with NVIDIA, Win10
with AMD, Android with Tegra K1, Android aarch64 with Tegra X1, and
Linux aarch64 with Tegra X1 (Jetson TX1, L4T).
Introduce QPA-based Vulkan library loader, core function resolver, and
instance creation support. In addition to creating a new VkInstance,
adopting an existing one from an external engine is supported as well.
The WSI specifics are hidden in the platform plugins. Vulkan-capable
windows use the new surface type VulkanSurface and are associated with
a QVulkanInstance.
On Windows VULKAN_SDK is picked up automatically so finding vulkan.h
needs no additional manual steps once the LunarG SDK is installed.
[ChangeLog][QtGui] Added support for rendering to QWindow via the Vulkan
graphics API.

This constitutes a fairly complete submission of an entirely new
floating point type which conforms to IEEE 754 as a 16-bit storage
class. Conversion between qfloat16 and float is currently performed
through a sequence of lookup tables. Global-level functions
qRound(), qRound64(), qFuzzyCompare(), qFuzzyIsNull(), and
qIsNull() each with a qfloat16 parameter have been included
for completeness.
[ChangeLog][QtCore] Added new qfloat16 class.

... instead of sequential .arg(const QString &) callings.
It saves memory allocations and prevents unexpected results

Code generated by moc very often calls deprecated functions, like
deprecated slots, signals and property getters and setters. There's no
way around that unless the class in question is willing to break binary
compatibility, so those warnings are actually harmless.

SHGetSpecialFolderPath is declared 'unsupported' by Microsoft, and has
problems with non-ASCII characters. Replace it by the newer
SHGetKnownFolderPath.
To fix compilation with MinGW, we have to link in libuuid also in
the bootstrapped tools. The alternative is redefining all GUID's
(like we did for FOLDERID_Downloads), which is arguably less elegant.

This improves moc performance on Windows where file-stat'ing is slow
and where the number of project include paths to search is often high
because project third-party headers are installed in separate
directories rather than a shared include path such as /usr/include.
In a real project of non-trivial size it reduces the total
from-scratch build time of an optimized build using CMake+ninja with
32 cores by 11% from ~11m35s to ~10m15s.

Add a qconfig-bootstrap.h, which contains all the defines required

The old code is broken because it was passing signal.outputArgs as inputArgs
variable of writeArgList, fix can not be passing signal.outputArgs as outputArgs
of writeArgList since that ignores the first of the list, so i added a new function
that does the right thing
