Use the clean implementation that does not use QCursor::setPos()
with the exception of macOS, where this causes
submenuTearOffDontClose() to fail.

... by moving them in QTestPrivate namespace (qtesthelpers_p.h). This
header file is a convenient staging area for helper APIs, eventually
some could be moved to public QTest API.
This header file utilizes the same pattern as other qtestlib header
files - wrapping functions with QT_${LIBNAME}_LIB to automatically
enable certain APIs based on what is in the projects dependencies,
e.g. QT += widgets.

When syncing between QAction and native NSMenuItems, the ampersands
(mnemonics) were removed twice. This lead to double ampersands being
removed instead of replace with single ones.

Qt 5.0 beta requires changing the default to the 5.0 API, disabling
the deprecated code. However, tests should test (and often do) the
compatibility API too, so turn it back on.

Marked a bunch of tests insignificant, and skipped one crashing test
case in QApplication test, as that couldn't be made to pass simply by
marking the test insignificant.
Once the underlying issues are fixed, the tests need to be re-enabled.

To increase the effective test coverage, this patch
re-enables the tst_qmenu test case as such, and
instead disables only the test functions that are currently
failing in CI.

qttest_p4.prf was added as a convenience for Qt's own autotests in Qt4.
It enables various crufty undocumented magic, of dubious value.
Stop using it, and explicitly enable the things from it which we want.
