Enable importing OpenGL textures for the GL_TEXTURE_EXTERNAL_OES target
Introduce a QSGOpenGLTexture::fromNativeExternalOES() function
which internally passes in the flag QRhiTexture::ExternalOES
when creating the wrapping QRhiTexture.
