- Remove unused LICENSE.GPLv3 license file & add missing
LICENSE.GPL3-EXCEPT
- Examples are licensed under BSD nowdays, update correct
license headers there
- Test are licensed under GPL-EXCEPT nowdays, update
correct license header there
