Revert "Release Qt UI Tools library under BSD license"

The license was originally changed from LGPL to BSD because
the Qt UI Tools library was built statically by default. We will
revert this in a follow-up commit.

This reverts commit 909a00a4f3d1882eb974ad2953024c4670e2e392.
