[Backport] blink: disable XML catalogs at runtime
Chromium may optionally be built against libxml installed on the
system. The system libxml commonly has XML catalog support enabled.
Disable it by calling xmlCatalogSetDefaults(XML_CATA_ALLOW_NONE).
