QGS employs a call to std::atomic_thread_fence. Unfortunately TSAN does
not support it, and GCC >= 11 raises a warning. This breaks the build
when building under -Werror. Suppress the warning using the usual
pragmas.
There's a catch: qglobalstatic.h is built into a PCH, and GCC <= 13
will still generate a warning because of
https://gcc.gnu.org/bugzilla/show_bug.cgi?id=53431 .

Back when we set the guard and _then_ destroyed the object, the
atomic_thread_fence was correctly placed between the guard setting and
the dtor invocation.
We know nothing about the payload type. For all we know it could be
some fancy lockless data structure. So in general we need the acquire
fence to synchronize the reads done by the dtor with stores performed
to the object in other threads. The acquire fence did that for us.
But when we reversed the two operations, the fence has moved to after
the dtor call, leaving the dtor unprotected. Move it back to before
the dtor call.
That leaves the store to the guard unordered w.r.t. the execution of
the destructor. To fix, make it a store-release instead.

Using Q_FUNC_INFO has an advantage that at least GCC includes
the variable type and name into the string. This makes it much
easier to understand access to which global static is causing
an assertion.

This is how the old implementation did it: the Type member was a member
of Holder, but the guard was set to Destroyed in the HolderBase
destructor, which ran after. I find the way I implemented in
commit81a31beeb25eaf14d5c5f42fe26aa49d6ef29bf8 to be more natural, but
it caused regressions at runtime for code that attempted to reenter the
global static on destruction.
Not unit-tested because I don't know if we want to keep this forever.

We can't remove Q_GLOBAL_STATIC_WITH_ARGS, for compatibility reasons.
It's also the only way to pass uniform initialization (i.e., initialize
the value as value{with_braces}), though I don't think this is used
almost anywhere due to the fact that you couldn't pass more than one
argument. But Q_APPLICATION_STATIC is new in 6.3, so we have time to
change it.
[ChangeLog][QtCore][QGlobalStatic] The Q_GLOBAL_STATIC macro is now
variadic. Any extra arguments are used as constructor arguments,
obliterating the need to use Q_GLOBAL_STATIC_WITH_ARGS().

Especially static inline variables. This greatly reduces the amount of
code that existed in macros, moving them to templates.
Additionally, this removes one level of indirection from
Q_APPLICATION_STATIC by removing the std::unique_ptr. We now directly
manage the object's storage.

QObjects must be deleted if the QCoreApplication is being destroyed.
This was previously done by implementing custom code in qtbase and
other modules. So unify it and introduce a Q_APPLICATION_STATIC,
based on the Q_GLOBAL_STATIC, which centralises the logic.
Since we still have a few remaining living QObjects,
this comes in handy to fix those as well.

We use a simple statement to try and mark the holder as noexcept and that
works for most cases (but not all). It triggers a warning when the
expression is complex, though, like this in qlocale.cpp:

At least some of them don't like the fact we have classes with
non-trivial destructors but trivial move/copy constructors -
disable them explicitly, hopefully those analysers are smart
enough to stop complaining.

We can't use qt_scoped_lock/qt_unique_lock here, so port to
std::unique_lock and std::lock_guard for now.
This is in preparation of deprecating QMutexLocker in favor
of std::unique_lock and std::scoped_lock.
In QFutureInterface, change the return type of mutex() from
QMutex* to QMutex&, so we don't need to deref when passing
to std::lock_guard. We need to keep the old method around
for BC reasons, so the new one needs an artificial function
argument for disambiguation. This will vanish come Qt 6.

Add it to configure.json and replace all occurrences of QT_NO_THREAD
with QT_CONFIG(thread). Add conditions for other features that depend
on thread support. Remove conditions where we can use the QMutex and
QThreadStorage stubs.

The store to guard in the inner function's critical
section was not synchronized-with the load at the
start of the function:
T1 T2
guard.load()
mutex.lock()
guard.load()
d = new Type
guard.store()
guard.load()
// use d
mutex.unlock()
The use of d in T2 does not synchronize with
the write to d in T1 -> data race -> UB.
Fix by storing with release memory ordering,
so that the guard.load() in T2 synchronizes
with the guard.store() in T1.

code headers accordingly. In the same go we should also fix the links to
point to qt.io.

When compiling the innerFunction() of the Q_GLOBAL_STATIC expansion, ICC
emits global symbols for the internal "holder" local static variable and
its guard. If there are two global statics of the same name in two
different .cpp files, the linker will incorrectly merge the two "holder"
variables.
This was noted between the "customTypes" global statics of qmetatype.cpp
and qdbusmetatype.cpp in a static build.
The C++ standard requires that local static variables declared in inline
functions must be the same, regardless of whether the body of the
function got inlined or not. The IA-64 C++ ABI does that by requiring
local static symbols for inline functions to be global and mergeable
("link once"). However, two functions in anonymous namespaces in
different files are not considered to be the same function, so their
local statics should not be merged. This is where ICC failed: the local
statics are global and mergeable, even though the function is in an
anonymous namespace. ICC correctly emits the function itself as a local
symbol.
Alternative solutions were:
1) add "static", but you can't use a static symbol in a template
parameter in C++98 mode
2) remove the "inline" keyword, but then GCC 4.8 will not inline

It had been so far only supported by GNU-style compilers due to the
IA-64 portable C++ ABI. But it's mandated by C++11, so let's add the
macro and use it in Q_GLOBAL_STATIC.
Looks like Visual Studio "14" will support it.

The compiler inserts __cxa_guard_acquire, __cxa_guard_release calls around
the initialization of local static objects to make the initialization
thread safe. However, the implementation of _cxa_guard_acquire in Apple's
libc++abi uses a global lock, which means that only one thread can
initialize a local static variable at a time. This can be a problem if
e.g. the constructor of the variable is blocking while waiting for another
thread ...
This behavior has caused issues so far in webkit and the qml debugging
infrastructure. Better avoid it by using our custom lock implementation.

The problem was that the HolderBase destructor was getting called after
the contained type's constructor threw an exception, as is required by
RAII semantics (the base was fully initialized, so it had to be
destroyed). That was required because we want to return a non-null
pointer from operator() during destruction and return null after
destruction, to keep compatibility with Qt 4.
The solution is to only set the guard to Destroyed only if it is already
at value Initialized. This way, if the HolderBase destructor is run as
part of the stack unwinding, it knows that the construction did not
complete.

Unlike the previous implementation, this implementation is locked:
only one initialisation is ever run at the same time. It is
exception-safe, meaning that a throwing constructor will restart the
process.
Also, start using the thread-safe behaviour that GCC has offered for a
long time and C++11 requires.
