Properly track output artifacts of the aapt tool.
This fixes two issues: when there are no resources, aapt will not
generate an R.java file, and if the resource directory doesn't exist
(which it likely doesn't if there are no resources), the tool errors.
Also removes resources from a test project to verify that this works.
