Add workaround for 5.13.2 NDEBUG obsession
In Qt version 5.13.2 and later, the NDEBUG macro is always set,
regardless of the value of CONFIG. To work around this, for those
versions of Qt that may have this problem, the CONFIG is set through
command line args and the -early option is used to ensure CONFIG is
never used with its default value.
