Conan: Move Qt option parsers to qt-conan-common
Move the QtConfigureOption and QtOptionParser to qt-conan-common where existing shared functionality can be further re-used by these parsers. Pick-to: 6.3 Task-number: QTIFW-2585 Change-Id: Ief56762f3a27bb0d6d474e8d1668234856afd732 Reviewed-by: Toni Saario <toni.saario@qt.io>
