Refresh CUPS printer list when QPrinterInfo.availablePrinters() is called.
Introduce freeCupsPrinters() thus fixing a bug in the old deallocation
code which would first set m_cupsPrintersCount = 0 and then
pass it to cupsFreeDests().
Task-number: QTBUG-33666
