QFileSystemEngine: Fix some code style issues in Windows backend
Wrap lines at column 101 so that it is easier to edit the file and review the changes in Gerrit. Move comments when they cannot be easily wrapped. Add curly braces to `if` statements if they became multiline. Run `git clang-format` on the file afterwards.
