QAction: add exclusionPolicy property
When set to ExclusiveOptional, the new exclusionPolicy property let the user uncheck the active checkable action in an exclusive group. [ChangeLog][QtWidgets][QActionGroup] Added new exclusionPolicy property. Set it to ExclusiveOptional to allow unchecking the active checkable action in an exclusive group.
