According to the CMake documentation, IMPORTED_TARGET should be
specified before the moduleSpec, and after QUIET.
Additionally, double-quote the moduleSpec everywhere, since before, it
was only quoted in some cases.
While this is not required for pkg_check_modules to work, it unifies the
coding style.

(more than 2 lines according to our check in tst_license.pl)
now have the copyright and license header.
Existing copyright statements remain intact

At least on Ubuntu the name of the pkg config package
is libsystemd and not systemd.
This fixes libsystemd showing up as not found in the feature
summary.

We have find module wrappers for various system libs that use
FindPkgConfig. The _FOUND variable will be set to 1 if pkg-config
--exists returned true, but the imported target will not be created when
for example the provided library paths or header include paths are
outside of the sysroot - a good sanity check by cmake.
We require the targets for use though, so therefore we must unset the
_FOUND variable if we can't locate the targets.
