Partially reverts 50b05e3e2ad969abf4b939d5db2253380e47d775.
The move of qVersion() from qglobal.h into qlibraryinfo.h, a header
not included by qglobal.h, was a conscious, documented, QUIP-0006-
allowed, but stetching the SiC Type A definition, and therefore
unwarranted, SiC.
Fix by moving qVersion() into its own header file, qtversion.h,
included from qglobal.h.
[ChangeLog][Editorial] Remove the entry for qVersion() being moved to
qlibraryinfo.h.

Since qVersion() might be called also from C code, disable the parts of
qlibraryinfo.h that are relevant only for C++ code if __cplusplus is not
defined.

Now that there's QLibraryInfo::isDebugBuild(), it's better to also
have QLibraryInfo::isSharedBuild() at the same time. It's also a
very useful information about the current Qt build.
I think debug/release and static/shared are the most important
properties of a library, so it's better to have them both.
Deprecate the global function qSharedBuild() in favor of the newly
introduced QLibraryInfo::isSharedBuild().
As a drive-by, add the nodiscard attribute to both functions.
[ChangeLog][QtCore] Added QLibraryInfo::isSharedBuild() and deprecated
qSharedBuild().

Move the qmake-specific logic of the QLibraryInfo class to
qmake internals. 'qconfig.cpp.in' now stores information about
the library info entries to keep them consistent between qmake
and the Core library. qmake requires specific features enabled
in the Core library, so building qmake will be skipped if the
features are not enabled.
All flags directly related to the qmake have been removed from
Core lib.
Remove all bootstrap related sections from qmake CMakeLists.txt

Fix our API, so that QStringList and QList<QString> are the
same thing.
This required a bit of refactoring in QList and moving the
indexOf(), lastIndexOf() and contains() method into
QListSpecialMethods. In addition, we need to ensure that
the QStringList(const QString&) constructor is still available
for compatibility with Qt 5.
Once those two are done, all methods in QStringList can be moved
into QListSpecialMethods<QString>.

If automatic sysrootification is in effect (SysrootifyPrefix=true in
qt.conf) then the qmake property variants $$[FOO] and $$[FOO/get] must
be sysrootified. The latter was never sysrootified.
All other variants (src, dev, raw) are supposed to be without sysroot.
Flesh out a sysrootify function and readabilitify the code a bit while
we're at it.

turns out that just appending builtin-qt.conf isn't a good idea:
executable-editing tools (objcopy, prelink, etc.) will happily drop the
"attachment".
a safe method would be adding a proper section to the executable, but
there doesn't appear to be an objcopy equivalent in msvc, and using
entirely different methods of embedding the file with different
toolchains seems like a rather bad idea.
so instead go back to the old method of building qmake with a generated
qconfig.cpp. of course, as said file is now created by qmake itself, we
have to compile qlibraryinfo.cpp a second time, and link a second qmake
executable.

initially, the idea was that QLibraryInfo would receive a
pre-sysrootified ExtPrefix from the builtin qt.conf. matching this
against the sysroot would then tell us whether to sysrootify the Prefix
from a "regular" qt.conf as well.
however, this would have lead to some major ugliness and inconsistency
between the code paths, so i changed my mind.
unfortunately, i failed to adjust the remaining code, leading to
169a40d51 entirely breaking sysrootification ...
the proper (and nicely consistent) solution is to introduce a
SysrootifyPrefix key to qt.conf. this is user-accessible as well, so as
a bonus it is now possible to adjust the setting at qmake installation
time. incidentally, this omission was the last thing that prevented
using the same qmake host build for any imaginable configuration of the
same qt version ... i think.

this moves us another step towards the "outer" configure doing just
minimal bootstrapping of qmake.
a challenge here was that so far, qmake itself needed qconfig.cpp. this
was replaced by usage of a qt.conf file instead of compiled-in values.
however, to make the executable still self-contained, that qt.conf is
embedded into it (by simple appending of a fixed signature and the text
file).
the qmake with the embedded qt.conf is not used for the qt build itself,
which instead relies on the qt.conf in bin/ as before. however, due to
the missing built-in values, this file now needs to contain more
information than before. but except for a minimal version that is needed
to start up qmake/configure at all, that file is now also generated with
qmake. as some of the newly set up properties are subsequently used by
configure itself, qmake gains a (deliberately undocumented) function to
reload the qt.conf after it's fully populated.
unlike the old implementations, this one doesn't emit redundant qt.conf
entries which match the hard-coded fallbacks. omitting them leads to
leaner files which are more comprehensible.

To ensure QtCore can be rebuilt and get the exact same results,
it is undesirable to hardcode the build date into the library
Also deprecate QLibrayInfo::buildDate since it is relies on the build
date. QLibraryInfo::buildDate was originally meant for evaluation
licenses and such, but isn't used for that any longer.

code headers accordingly. In the same go we should also fix the links to
point to qt.io.

this cuts down the bloat in the binaries and the binary patching
requirements in the installer.
as a side effect, the sysroot and makespecs are not binary patchable any
more as well, which is ok, as the installer does not do it anyway.
we now also warn if -[host]<foo>dir is not a subdir of -[host]prefix, as
putting things outside the prefix is anti-thetical (the obvious
exception being the (unix-only) -sysconfdir).

User applications are those that users run directly, whether it be for
development or not. The executable binaries that the user does not
usually run but is still required for proper functioning are called
"program executables" in Autoconf and they are placed in libexec.
This commit adds support for "program executables" in Qt by adding the
-libexecdir option to the configures, the qmake variable
QT_INSTALL_LIBEXECS (note the plural, to match all other properties),
and QLibraryInfo::LibraryExecutables.
At the time of this commit, the only expected "program executable" is
the QtWebProcess, the WebKit2 helper process from QtWebKit.

This commits adds a -qmldir configuration option for the configures to
allow the user to change the default location (it defaults to
$archdatadir/qml).
It adds a QLibraryInfo::Qml2ImportsPath value for
QLibraryInfo::location, a qmake property of QT_INSTALL_QML and a qt.conf
configure location entry "Qml2Imports".
At the same time, it makes the qmake .prf files dealing with QML plugins
be the QML 2 version. Those files are new in Qt 5, so we have the option
to choose which version we want to use.

Architecture-depedent Qt data defaults now to something under
-archdatadir. Architecture-dependent data is everything that contains
machine code (e.g., plugins) as well as anything that hardcodes
build-specific data, like qconfig.pri and qmodule.pri. That is:
QML imports: $archdatadir/imports (includes plugins)
Qt plugins: $archdatadir/plugins (machine code)
Mkspecs: $archdatadir/mkspecs (build-specific)
Architecture-independent Qt data defaults now to something under
-datadir. This option existed in Qt 4, but did not differentiate between
arch-dependent and independent. Following Autoconf's lead, --datadir is
the *independent* data root.
translations: $datadir/translations (.qm files are arch-independent)
docs: $datadir/doc
By default, both new options are equal to the Qt install prefix.
(Strictly speaking, for complete Autoconf compatibility, we'd need a
--datarootdir=$prefix/share, --datadir=$datarootdir/qt5 and
--docdir=$datarootdir/doc/qt5, but that's just nitpicking and
unnecessary)

properties are now split into a write location $$[FOO] and a read
location $$[FOO/get]. the write locations are hard-coded and configurable
via qt.conf/Paths as before, while the read locations are configured via
qt.conf/EffectivePaths.
this finally provides a clean solution to the problem that during the qt
build itself tools and libraries need to be taken from somewhere else
than they are installed to.

instead of being a variable added to the makespec (via qconfig.pri),
QT_SYSROOT is now a property.
the QT_INSTALL_... properties are now automatically prefixed with the
sysroot; the raw values are available as QT_RAW_INSTALL_... - this is
expected to cause the least migration effort for existing projects.
-hostprefix and the new -hostbindir & -hostdatadir now feed the new
QT_HOST_... properties.
adapted the qmake feature files and the qtbase build system accordingly.

switch blocks are noisy. this is nicer.
reshuffled the LibraryLocation enum to make table lookups possible and
future-safe.
using pointer-free tables to avoid adding data relocations.
