This non-namespaced macro was defined in a header, and while that
header is private, we shouldn't define non-namespaced macros in our
headers.
The macro also clashed with one of the same name defined in forkfd.c,
which broke unity-builds including the forkfd_qt.cpp TU. This rename
fixes that, too, so we can now remove forkfd_qt.cpp from
NO_UNITY_BUILD_SOURCES.

It contains a static guard variable, so every user of the function
outside of QtCore (at least QtNetwork contains one) will create its
own copy of the guard variable. While mostly harmless, we'd be
executing too many sigaction() calls this way.
As a drive-by, remove the qatomic.h include and replace the C-style
struct initialization (memset()) with C++-style
(value-)initialization.
I also tried C++20/C99 designated initializers, but they cannot be
used here: some platforms #define sa_handler to some nested member
accessor because they hold the field in a union. While .a.b is allowed
in C99, it isn't in C++20, so we'd have to move this function's
definition into a .c file to compile `{ .sa_handler = SIG_IGN }`.
That'd be too much hassle.
Mark the function as noexcept, because it is (sigaction(2) is not a
Posix Cancellation Point), and, now that it's out-of-line, that
actually matters to codegen.

Remove qt_poll_msecs() since the "forever" state can be simply expressed
with a QDeadlineTimer::Forever arg, instead of passing a nullptr
timespec, and the negative timeouts treated as "run forever" is also
encapsulated by QDealineTimer.
Use the QDealineTimer(qint64) constructor in the call sites where
the timeout could be negative, so that it creates a Forever timer (the
QDeadlineTimer(chrono::duration) constructor uses
setRemainingTime(duration) which handles negative timeouts by creating
expired timers).
Remove qt_gettime() (and do_gettime()).
Drive-by changes:
- Fix a narrowing conversion warning, qt_make_pollfd() takes an int
- Remove an unused include

When running on operating systems that don't offer modern APIs, we need
to round up to ensure we don't under-sleep and wake up before the timers
actually expire. In most cases, this is not a big deal because we'd go
right back to sleep and then wake up again.
The problem is that this new sleep would be for a duration of 0
milliseconds, so we'd end up busy-waiting until the timers do expire.
It's for less than 1 ms, but it's still power-consuming.
It's also perceptible when someone uses processEvents(), because we
could end up saying we didn't process anything, despite waiting for more
events. Since that violates the guiding rule for processEvents() (don't
ever use it), I don't consider this a big deal.

This commit deletes the direct, low-level functionality that
QElapsedTimer has carried since it was introduced. Everything now uses
only std::chrono::steady_clock and std::chrono::nanoseconds.
QDeadlineTimer temporarily still uses qt_gettime(), which is moved to
qcore_unix.cpp.

Glibc 2.21 and earlier have a bug that leaves the mode parameter unset
when O_TMPFILE is used. So we bypass the glibc implementation and go
directly for the syscall. We do this only for 32-bit x86, since of the
current, modern platforms, it's the only one that passes parameters on
the stack. Technically speaking, the glibc bug applies to all platforms,
but it turns out that on all others, it appears to work.
By doing this, we have two minor differences:
1) open() is a cancellation point, but syscall() isn't
2) if anyone tries to intercept open() calls via LD_PRELOAD, they're
not going to catch Qt's.
[ChangeLog][QtCore][QTemporaryFile] Worked around a bug in the GNU C
Library versions 2.21 and earlier (used on Linux) that caused temporary
files to be created with permissions 000.

On OpenBSD, <sys/select.h> isn't included in <sys/types.h>, so that
leads to compile errors on files that include qcore_unix_p.h:
qcore_unix_p.h:335:69: error: 'fd_set' has not been declared
Just move the whole select include section from qcore_unix.cpp, no
functional changes.
The patch is adapted from OpenBSD ports maintainer Vadim Zhukov
<persgray@gmail.com> patch for qt ports.

The qt_poll function calls recv to query whether fds marked by select
as readable should be marked POLLIN or POLLHUP in the pollfd structure.
On many platforms such as QNX this requires extra link-time libraries
which were not previously required by QtCore.
While the qt_poll function is intended as a fallback mechanism only for
those platforms which do not implement poll natively, the function was
compiled unconditionally whenever QT_BUILD_INTERNAL was defined, e.g.
in developer builds.
Additionally the function was included on those systems that define poll
in system headers so that configure determines build-time availability,
but do not define _POSIX_POLL > 0 or indicate POSIX:2008 compliance via
either the _POSIX_VERSION or _XOPEN_VERSION macros. On those systems a
sysconf query for _SC_POLL was performed to determine at runtime whether
to call the system poll or qt_poll.
Both of these cases are in fact counterproductive. In the first case the
sole consumer of the function is a single manual unit test. In the
second, to my knowledge no platform requires the runtime fallback.
Despite that, we were forcing an extra dylib in both cases.
Both cases are fixed by 1) moving the implementation into its own file
for the unit test to include and 2) dropping the dynamic fallback if
configure determines availability of poll at compile-time.
This also reverts commit 13777097118c496391d4b9656b95097ac25e4a40, which
added -lsocket for QtCore on QNX.

This function is introduced to safely provide poll(2)-like semantics for
socket multiplexing on Unix-like platforms. For platforms where no poll
system call is available, an implementation based on select(2) is provided.

We prefer to use the monotonic clock because it's never affected by time
jumps (such as the user changing the date, or the system adjusting for
any other reasons, including automatic leap seconds). But if a system
doesn't have a monotonic clock, we simply accept the regular, real time
clock and hope it doesn't jump.
This is better than the current code that never restarts a call. The
side-effect is that a 30-second select may become a 3630-second select
if someone sets the clock back one hour.

This avoids an extra division by 1000 when getting the current time.
This can't overflow, under normal circumstances, even on 32-bit: when
adding two values less than 1 billion, the result is less than 2
billion, which is less than 2^31.
