exporting the freetype dependency caused qtwayland to break with
-qt-freetype, as the helper libraries' module pri files are not
installed (for good reasons)
after f9a80e06a, no actual user of FontDatabaseSupport needs access to
the transitive dependencies anyway (one of the headers has a fontconfig
dependency, but it's not used outside the module itself), so hiding them
again is just fine.
this partially reverts ec774500f.

so far, we have been delaying the linking, because we didn't want to
make the monolithic platformsupport module pull in spurious
dependencies. however, now that the module was split, there is no need
to play such games any more.
a nice effect of this is that the hideous qpa/*unixfontdatabase.prf
files disappear, and finally freetype_dependency.pri also becomes
trivial and is thus inlined.

convert the ugly config.tests/[...]/freetype.pri file into a custom
callback in configure.pri, and reinstate pkg-config use for freetype.
subsequently, use QMAKE_USE for the actual library references.
this fixes in particular cross-builds, as the new configure was not
passing the necessary information to the test any more, so the old .pri
file misbehaved.

Stop messing around with the define in pro files, and rely on
the configuration system. Disable fontconfig on Mac, which in practice
gives the same result as before.

config.tests/unix/freetype.pri has a !cross_compile flag, so we must
find freetype using the proper detection methods. The detection was
inside an X11 section of configure, so move that out.
And use the results of that detection, now that QMAKE_CFLAGS_X11 isn't
used (since we're not building X11 in QtPlatformSupport).

When we request glyphs from fallback fonts, we would potentially
load all fonts on the system into memory. This is especially true
for glyphs that are not supported by any font (or by the last in
the list) in any "Common" script (which e.g. includes CJK).
This would make any application which tried to display unsupported
glyphs use huge amounts of memory for keeping unused fonts cached,
only limited by the number of fonts on the system.
The patch contains two solutions: First, before loading the font,
the multi font engine will be asked whether it needs to be tried
for the given character. By default, this will always be true, so
all fonts will be tried, but with the new font config multi engine
in the platform plugin, it will ask FontConfig whether the font
contains a glyph for the character.
Should the font be loaded and still fail to resolve the character
(which could be the case for other platforms), we will simply
delete it again immediately instead keeping it cached.

It appears that the symbol_map we obtained with FreeType doesn't
work for common symbol fonts like Wingdings, in previous X11 code
we use the code path with normal charmap, to enable it we need to
make sure QT_NO_FONTCONFIG is not defined. And since the FcCharset
functions doesn't really operates on the font database, we can
safely skip the mutex calls.

QtPlatformSupport is a static library. Platform plugins are meant to
link against this library to pull in dependencies such as fontengines
and convenience functions for finding the right GL configs. The linker
will only pull in the symbols used, so the size of the library doesn't
really matter
