It was checked in a few places, but it didn't actually remove QTextStream,
so it was pretty useless.

The ISCII and TSCII codecs are not compiled in due to QT_NO_CODECS,
likewise for all of the system locale implementations due to
QT_NO_SYSTEMLOCALE.
Since these sources do not result in any symbols, there's no reason
to compile them.

Not needed any more, 10.5 and up supports setting
the deployment target/minimum version on the
compiler command line.

This will allow us to expose private headers in a controlled manner,
and ensure that they are not used by accident. This also means that
we internally will have to enable the private headers for the
modules we wish to use in the project.
