It was only used by the cmake_automoc_parser so it would write a 64-bit
in big-endian format. So bypass QDataStream and write it native
endianness.

Some of our tools don't have the `-h`, or `-v` flag, or it could be
that the `-v` flag also prints the entire `--help` as well, e.g.,
`androiddeployqt`. When running in Jenkins, this may lead to a message
box being shown and consequently stopping the build. By customizing the
flag per tool, and limiting the TRY_RUN to tools that support `-v` or
`--version`, we can avoid this.
Also removed TRY_RUN from `macdeployqt` which doesn't need it anyway.

On Windows, we will try to run our host tools after a successful build.
If the build fails because of a missing DLL, we will be able to throw an
error with some direction on what might be the cause, and how to resolve
it.

This is inherently faster than getting it in UTC from the underlying
native API stat call, then converting it to the Local Time Zone just to
compare them. The same goes for any use-case where you get a QDateTime
then the first thing you do is call t.to{Msec,Secs}SinceEpoch().

Replace BOOTSTRAP option with the single value CORE_LIBRARY argument
in qt_internal_add_tool and qt_internal_add_executable functions.
The introduced argument now may accept 'Bootstap' and 'None' values.
Use 'Bootstap' to link Qt::Boostrap library instead Qt::Core or 'None'
to avoid any core library linking. This is useful for tools that need
to use the CMake deployment routines, but not require the Qt::Core
functionality.

cmake_automoc_parser has the logic preventing the run of moc with the
--collect-json parameter if metatype json files are not changed.
This logic only verify if the file list is changed but not their
content. This change adds a timestamp file that contains the last
metatype json file timestamp that was modified during the last
cmake_automoc_parser run. The logic still prevents of running
'moc --collect-json' when the list of metatype json files is not
changed, but also checks if their content is no changed.
Another approach it to generate the depfile that can be utilized by
CMake in add_custom_command as DEPFILE argument. But this concept only
works from the second build attempt because of an issue related to
dyndep.

Introduce a new macro qt_internal_return_unless_building_tools which
simply calls return() if tools are not built. This macro is supposed to
be called after qt_internal_add_tool().
Using this macro avoids having to special-case code for when
qt_internal_add_tool() creates imported targets in cross-builds.
Adjust pro2cmake accordingly.

In a macOS environment, Clang throws a number of compiler warnings
about loop variables when building qtbase.
See task for more info about the environment.
This changes a handful of loop variables,
like QJsonValue references into QJsonValueRefs.

This patch allows tools to be built for the target platform when the
QT_BUILD_TOOLS_WHEN_CROSSCOMPILING parameter is set at configuration
time.
To avoid naming conflicts, the target tools are suffixed with "_native".
The qt_get_tool_target_name() function can be used to get the tool name
for both scenarios (cross and non-cross compilation).
Extend pro2cmake to refer to the right target name for tools.
The relevant write_XXX functions have a new target_ref parameter that
will be "${target_name}" for tools and literally the target name for
everything else.

This allows doing debug_and_release builds with Ninja on all
platforms.
The "Ninja Multi-Config generator" is available starting with CMake
3.17.
Desired configurations can be set via CMAKE_CONFIGURATION_TYPES.
Possible values: "Release, Debug, RelWithDebInfo, MinRelSize".
For example -DCMAKE_CONFIGURATION_TYPES="Release;Debug".
The first configuration is the 'default' configuration which is
built when calling ninja with no arguments.
To build all targets of a certain configuration use "ninja all:Release"
or "ninja all:Debug".
To build all targets in all configurations use "ninja all:all".
Note that the first configuration influences which configuration of
tools will be used when building the libraries for all configurations.
In simple terms, when configured with
-DCMAKE_CONFIGURATION_TYPES="Release;Debug" the release version of moc
is used by AUTOMOC.
When configured with -DCMAKE_CONFIGURATION_TYPES="Debug;Release"
the debug version of moc is used by AUTOMOC.
Framework builds and Ninja Multi-Config don't currently work together
due to multiple bugs in CMake, which ends up generating an invalid ninja
file with duplicate rules. There are also issues with placement of the
debug artifacts.
This will be handled in a follow up patch after CMake is fixed.

This patch adds a new bootstrap tool which will read CMake's
AutoGenInfo.json and ParseCache.txt to determine what the current
list of json files is that needs to be passed to moc --collect-json
option.
Right now this is enabled for qt_add_module() with the option
GENERATE_METATYPES. pro2cmake has also been updated to detect qmake's
CONFIG += metatypes and to generate the above option for modules.
The implementation lives in Qt6CoreMacros so it can eventually be used
in the public facing apis.
The generated meta types file is saved under the target property
QT_MODULE_META_TYPES_FILE.
