TabBar: allow wheel events to change currentIndex
Setting wheelEnabled to true allows wheel events to increment or
decrement the currentIndex. We keep track of the total amount of
angleDelta so that touchpads and high resolution mouse wheels don't
change the currentIndex too rapidly.
