ivigenerator: Fix the timing issue when install the virtualenv
On macos we need a additional install rule to make sure the hidden
.Python library is installed into the virtualenv as well. This
needs to be done after the virtualenv has been installed, as otherwise
the virtualenv might not be copied because the folder already exists.
