Qml language server needs to use helpengine api, but it is not currently
possible to link qtdeclarative against Qt::Help since qttools depends on
qtdeclarative. One solution is to separate HelpEngineCore repo out of
qttools repo. There are patch series to allow this, however they are
blocked by binary incompatibility issues on windows.
This is the short-live helpengine plugin implementation to enable qmlls
to use help engine api. This plugin should be removed from QtTools when
QtHelp lib is split into QtHelpCore and QtHelp.
