Zygote process is responsible for initializing ResourceBundle on Linux.
Thus it is expected to be initialized in Renderer process. When zygote
is disabled the Renderer process can't reload locale resources since the
ResourceBundle hasn't been initialized yet. However, there is no need
for reload because without zygote, Renderer Process initializes
ResourceBundle for itself.
Pulls in Chromium changes:
5352138 [Backport] Initialize RenderSandboxHostLinux in --no-zygote
mode to not crash.

The ResourceBundle is not re-initialized for new Renderer Processes
because it is initialized only once in Zygote Process. This means runtime
locale changes do not affect new Renderer Processes. Zygote Process is
supported on Linux only thus other platforms don't need this fix.
With this change the locale of the ResourceBundle is reloaded when
new Renderer Process is started. For accessing the pak file of the locale
in the sandboxed environment the file descriptor is passed via the Chromium's
GlobalDescriptor solution.

We separated the devtools resources so users might remove them if they
do not need them. We should therefore avoid error messages when they
are not present.

Move the resources for remote debugging out of qtwebengine_resources.pak,
into a separate qtwebengine_devtools_resources.pak. This allows developers
to decide at deployment phase whether to ship the (rather large) resources
for the devtools feature, or not.

Move out the resources intended for 100% scale factor from
qtwebengine_resources.pak into a separate _100p.pak, and add also a
_200p.pak.
This fixes crashes and artifacts on Windows with high-DPI setups.
[ChangeLog] qtwebengine_resources_100p.pak and
qtwebengine_resources_200p.pak have been added alongside
qtwebengine_resources.pak. Depending on the target environment
either one or both have to be deployed.

Qt copyrights are now in The Qt Company, so we could update the source
code headers accordingly. In the same go we should also fix the links to
point to qt.io.

We did not load any localization data on OS X until now,
so the error page did not have any strings, and some
tests asserted because of missing localization.

Registering a path provider did not turn out to be a
clean enough solution for overriding chromium paths
because of debug assertions that require the key range
not to collide with already registered path providers.
Instead of patching chromium or using workarounds switch
back to using PathService::Override and only replace the
jni-based default PathProviderAndroid on embedded android.

We used to wrap various .pak files in qrc files, but it turns out to be
very memory inefficient compared to chromium's approach of mmaping
those files.
Drop the pak->qrc logic and instead add some pure gyp targets to repack
the resources.
We then install those with qmake and look them up with QLibraryInfo.

This only move files without adjusting any paths.
This moves:
- lib/quick -> src/webengine/api (API files)
lib/quick -> src/webengine (other files)
This contains the main QtWebEngine module library since
<ec7b2ee70a8b2db7fb87f50671a001ddd54697b0>.
- lib/widgets -> src/webenginewidgets
Also rename this directory to match its module name and rename Api to api.
- lib -> src/core
- process -> src/process
- resources -> src/core/resources
- tools/* -> tools/scripts/
The build directory is spread as follow:
- build/build.pro -> src/core/gyp_run.pro
- build/qmake_extras/* -> src/core/ (for the host and target .pro files)
- build/qmake -> tools/qmake
- Build related scripts -> tools/buildscripts
