shiboken: Extend exception specification
Change boolean 'noexcept' flag into an enumeration
that indicates whether a function throws, is 'noexcept'
or the behavior is unknown.
This makes it easier to implement an 'auto' mode
for exception handling.
Task-number: PYSIDE-62
