shiboken6: Make more generator methods static
After db3ef22bc3725cabdc46f3359509326df5f270cf (making generator
options statically accessible), more generator methods can be made
static.
Apply several rounds of clang-tidy scanning for
[readability-convert-member-functions-to-static].
Pick-to: 6.6
